It's not debatable, no one has ever lost significant levels of body fat without also decreasing their caloric intake as well. Cardio does increase capillary density (more capillaries), and mitochondrial content of muscles.

Yes, you must be in a caloric defecit. I recommend 500 cals per day off your maintanance for a total of 3500 cals per week. that would eliminae 1lb of fat. However I would vary day by day, so one day could be 500 and then 400 and then 600 and so on so your metabolism does not adjust and burns optimaly.

Wrong. It has everything to do with how you're eating, when you're eating and what you're eating. No fuckin' shit a person isn't going to lose weight on 1500 calories because their body is in catabolic state, trying to hold onto and create as much fat for self-preservation. Especially if all 1500 of those calories are carbs and fat. Nevermind if they lack any exercise thus fail to expend any of those 1500 calories.

Cardio is to account for excess calories you've either taken in or failed to burn off through regular weight lifting. As has been stated, to force yourself into a caloric deficit if your diet stays the same. It also has numerous potential benefits to your cardiovascular system and endurance levels, but that's irrelevant from the primary point.

I may try some HIIT for 15 to 20 minutes on one day and some slower stuff for longer periods on other days. My diet is pretty solid, with one cheat meal on the weekends. I will do some research on the Ephedrine helping protect the muscle mass as well. I have a bunch of ephedrine laying around. Thanks for all the input.
